Support independent "resolve topic" permission #5841

In https://github.com/zulip/zulip/issues/21811, we plan to implement an independent permission setting for who can resolve/unresolve topics (separate from the topic editing permission).

We should check whether there's any mobile work required to support this.

Server / web app issue:

We aren't currently looking at permissions for whether to show the "resolve/unresolve topic" option in the legacy app.
