Use the same `@` symbol everywhere #22816

As discussed on CZO, we have @ icons appearing in several places in the app:

Mention pills, currently an @ character.
/#settings/notifications, currently an @ character.
The left sidebar "Mentions" view icon, currently fa-at
User popovers "Copy mention syntax" element, currently fa-at
(new) Unread mentions indicator in the left sidebar, currently an @ character

We should use the same icon in all these places. Specifically, as described here, we should try using the 1 px stroke at-sign from https://feathericons.com/?query=at-sign (icon: at-sign ).

@terpimost could you please specify the dimensions for all the places where you have specific guidance?
