Make it possible to add a custom message to Welcome Bot #27663

This issue is a specific design for the feature request in #17012.

We should allow admininstratos to configure an additional message that will be sent by Welcome Bot to all new users:


The administrators for this organization would also like to share the following information:

(custom message from admins)


We can implement this by adding a setting to the Organization settings panel, under Automated messages and emails. Specifically, we can:

Hey @mukul-oo7 Are you still working on the issue as it has been assigned for quite a long time. Generally zulipbot un-assigns the issue after 2 weeks.

As noted in the contributor guide:

What if there is already a pull request for the issue I want to work on? Start by reviewing the existing work. If you agree with the approach, you can use the existing pull request (PR) as a starting point for your contribution. If you think a different approach is needed, you can post a new PR, with a comment that clearly explains why you decided to start from scratch.

The priority is "GSoC P2", which means it's not specifically a goal for the 9.0 release, just something we'd love to finish this summer.
