We want to have similar functionality to the relative links in help_relative_links.py for our new astro documentation.
It is recommended to discuss implementation plan before working on this issue.
Parent issue: #31247
It might make more sense for whoever's working on this to work on #31254 and vice versa. Either can be worked on first.
