Armor Repair Kit #196

Used kit on plate reinforced coat, it said cannot repair this, and it used up the kit. I suspect the other kits might have the same issue.

This is a known issue, I don't know why it doesn't work... In the mean time I will look into seeing if I make it so it only destroys kit on successful use...

There were several problems with this. They've since been fixed.
