Add options to build houses to the structure system.

Features include:

Previewing the interior of the house before building
Instanced housing interiors
House placeables displayed in the game world (not tileset based).

Request from player for this feature:

As a house owner, I want the ability to lock and loan out keys for specific parts of the house so that I can rent pieces of the home out to other players.
