Creation of compare app and models for the logic scripting #38

A new app compare was created with three models for file upload, type of operation and date of operation in line with the database schema. Migrations were appropriately made and applied. Media folder was created to store the excel and csv file on upload and linked to the model.py, settings.py and url.py files from the root project directory.
