脚本带有Constant Throughput Timer运行时会出现Constant Throughput Timer失效的情况 #59

BUG现象为：两个脚本同时运行，发现其中一个脚本的QPS出现飙升。 复现步骤：两个脚本 A:一个带有吞吐率控制器的脚本 B:一个随机的脚本。 步骤1：启动A脚本 步骤2：启动B脚本 步骤3：停止B脚本 步骤4：启动B脚本 在步骤4时，QPS飙升。本来控制的1min1000次，后来发现1s都达到上千了。 这个不能加附件吗
