cursorline not working on Windows and via SSH #1404

Description of the problem or steps to reproduce

cursor line not highlighted on Windows and via SSH I tried the default but also 16 color schemes like solarized. Only simple and cmc-16 partially "work". The line is not highlighted but the column with the line number is shown in a different color.

Specifications

1.4.2-dev.77 Commit hash: 3a8898d Compiled on July 27, 2019 OS: Windows 10 Terminal: ConEmu Terminal: PuTTY (SSH to Linux)
