Google is playing the long game with Google photos and storage. they push you to back up and make you dependent on Google photos. they know inevitably you will have to subscribe to more storage.
eventually I wanted to bring everything back to my local drives but they make it extremely difficult. the only solution is we'll go take out. unfortunately you will have to get a separate paid tool that can effectively merge your photos and metadata back together.
I've switched to a Synology Nas with abundant storage. they provide mobile apps that will back up your photos.
I still use Google photos for day-to-day editing and sharing. but I don't backup to Google. I back up to technology and my local drives.
That's a road I'm taking right now. This is just the description of the first step :)
