Pullers Can't pull from underground Exits. I think that worked in the past

Seems like that issue was introduced as a side effect of #414

This prevents pulling from all Connectors, where it intended to only block entrances. I think pullers should be able to pull from Entrances and Exits. So i think its Time to add the option to allow that. While I'm at it i can also add the Can Pull from UG option as @lilwhitemouse suggested in https://github.com/zymex22/Project-RimFactory-Revived/pull/414#pullrequestreview-616846045 While i Don't think we need that at the moment its not much extra work while i add the other thing
