Added instructions for how to build on windows with mingw64 as well as troubleshooting info. Included necessary files for a workaround.

I accidentally deleted build-linux.rb and build-rpi3.rb but I put them back.

It looks like the main intent is to simply add a note to the readme. Could you refactor these commits to have one commit consisting of just the readme update?

Right now the changes are broken into many commits and there is the addition of binary files (libuv static libraries) which are not suitable for distribution within script designed to build tools from source.
