The fusion GUI should not show empty instruments in the bank list, but duplicate banks are still a problem that ought to be resolved. Just to verify you are referring to the fusion GUI, correct?

Howdy, just wanted to add that this is still reproducible. I built the mingw64 binaries yesterday. When loading the VST plugin in renoise, the banks are shown twice in the browser. The text box in the top of the window indicates that first the banks are shown with path relative to the plugin directory (e.g. banks/rhodes) and next with the absolute path (e.g. c:/users/.../zyn-fusion-windows-64bit-3.0.6-git-release/banks/rhodes).
@korg-supporter13 @hotnewplanet can you please upload a picture, so to show what you exactly mean by "duplicate banks"? I need this to understand if you mean banks or bank presets (or something different?), and if they are really equal or have stuff like "[2]" appended. Thanks on advance.
It doesn't happen on Ableton, but for Renoise, the VST shows duplicate banks that contain empty or init patches. I am using Windows for the VST version.
