Does this plugin only work for MAC and only for r17+ ? tried everything to get it running on windows - no luck

[x] client installed
[x] httplib2 installed
[x] used plugin installer. checked config.py and also tried backslashes - no difference.
[x] also tried copying zync-c4d to C:\Users\user\AppData\Roaming\MAXON\CINEMA 4D R16_asdasd123\plugins - no difference

it always doesnt show up in c4d.
