VNC disabled after update

Describe the bug After running update from Zynthian UI, VNC was disabled.

To Reproduce Steps to reproduce the behavior:

1. Enable VNC Viewer in admin menu or webconf
2. From admin menu run Update Software

Expected behaviour Update runs and configuration not changed.

Actual behaviour Update runs and VNC Viewer disabled.

Setup:

Additional context VNC Viewer was previously enabled. I have been using it extensively for testing.

Restarting UI disables VNC Viewer. Starting VNC Viewer from Admin menu clears all layers. Something is very wrong here!

The change of state was annoying, especially as this is ENV VAR so sticky in a session. I fixed the other issues and rebooted and okay now. Shame the VNC Server state changed but at least it highlighted the other bug so that got fixed.
