Pwm Ignores my custom text messeges transaltion

What steps will reproduce the problem?
1.editing custom messages for Hebrew locale (iw)  
2.
3.

What is the expected output? What do you see instead?
accessing the system while trying to change the password after selecting the 
correct language, i should see the password choosing guide text messages in 
Hebrew. instead only part of the text is shown in hebrew (the part that came 
built in with the system while ignoring my custom translation.

What version of PWM are you using?
the latest nightly build

What ldap directory and version are you using?

active directory 2008 & 2003
Please paste any error log messages below:
no special error messages.

Hi,
Meanwhile, I have done some translation work manually according to the 
administration guide.
I would like to submit my own Message_iw.properties file so you could include 
it in the future builds.

Hi,
Any chance you will integrate the Message_iw.properties I uploaded in the 
standard version.
I would really appreciate it as it will save me the extra work of building from 
source each time I update to a new daily build.
