Issue at login screen #550

What steps will reproduce the problem?
1. Set up new PWM server (Centos 6.5, tomcat6 openjdk-1.7.0, 
openjdk-1.7.0-devel)
2. Set up new PWM instance /usr/share/tomcat/webapps/pwm
3. Configure PMW successfully
4. Attempt to log in

What is the expected output? What do you see instead?
I expect to see a login screen. Instead I see a login screen with an error at 
the top. (see below)

What version of PWM are you using?
1.7.1

What ldap directory and version are you using?
Active Directory

Please paste any error log messages below:
