Users get prompted password is expired during login. Password is not expired. #572

What steps will reproduce the problem?
1. Lock Config file -
2. Unlock Config File
3. User prompted with password is expired at login
4. Disabled Precheck expire during authentication.
5. User still gets expired password notice, must change password.

What is the expected output? What do you see instead?
No precheck expired password 

What version of PWM are you using?
1.7.0

What ldap directory and version are you using?
eDir 8.8

Already fixed in current nightly builds.
