[Feature Request] Add possibility to add admin approval step on New User Registration #592

It would be useful if for New User Registration it could be possible to 
configure the verification and approval of one of the admins (notified by 
email), in combination or in alternative to the other verification mechanisms.

As a secondary option, it could be useful to send an email log to admins when a 
new user registers, if admin verification is not configured.
