[Feature Request] SMS notification when password successfully changed #593

What steps will reproduce the problem?
N/A

Like with forgotten password module where 'SMS First - Try to send token via 
SMS, if no SMS number is available send via email' 

can the same functionality exist for if a user changes password successfully. 
ie. offer a choice in the config that when a user changes password to try send 
a 'Thank you for changing your password' to mobile, and if no mobile number is 
available to send via email ?
