Allow reCaptcha to be used on all screens #597

What steps will reproduce the problem?

1. Allow reCaptcha to be used on all screens, not just forgotten password screen
2. To prevent bots attempting to hack main login screen.

What is the expected output? What do you see instead?

What version of PWM are you using? 1.7

What ldap directory and version are you using?
AD

Can the admins please change this to an enhancement - couldn't see how to do it 
when submitting.
