[Enhancement] file based configuration #637

Pwm will much improve from file based configuration.

The web based configuration editor is a disaster. Time out, time out, time out, 
this is the only thing it does well.

And time out is very solid implementation require close of all browser windows. 

If we do this is a little bit better and safer I expect that the frequent time 
out will require OS reboot before pwm config will work again.

Simple file based configuration is 100% better than this kind of web based 
configuration.

Especially so if file is not xml but something simpler yaml for example.

Just my thoughts. I have used pwm on several projects.
