This base is no longer supported, you're not going to have help. Maybe check your license at keymaster ;)

Hi download the latest artfact https://runtime.fivem.net/artifacts/fivem/build_server_windows/master/ and drag to the folder where you Fxsever.exe etc is located and replace should fix.
