On program open upper controls appear of screen. #618

What steps will reproduce the problem?
1. Install program
2. Launch

What is the expected output? What do you see instead?
The control bar would be visible. Instead, the control bar is out of 
window/view.

What version of the product are you using? On what operating system?
Pencil 2.0.5, Windows 8 Pro

Please provide any additional information below.
