install JASPAR database

CENTDIST use mainly TRANSFAC. It would be beneficial, although not necessary 
for this manuscript, to include also support for JASPAR, a freely accessible 
resource for PWM. For example, the authors claim a PWM for Klf4 is not present 
in TRANSFAC, but it is for example present in JASPAR (sometimes is the 
contrary). Sure, this limitation may be diminished if JASPAR motifs can be used 
as a custom PWM, as implemented in the server. However, converting JASPAR motif 
as obtained from the JASPAR we server seems not to be trivial. Therefore, 
although enabling for custom PWM is a nice add, giving support to an important 
resource like JASPAR could be very helpful.
