Test the enrolment mechanism and the proactive password checker

Implement tests for #12 and describe how the enrolment mechanism and proactive password checker were tested.

This task requires creating unit tests for the functions in source file problem3c.py

The following functions need to be tested:

• get_user_credentials
• check_character_length
• check_special_characters
• check_weak_common_passwords
• check_common_numbers
• check_user_id_match
• perform_proactive_password_check

The newly created unit tests will be written to file problem3e.py

Describe how the enrolment mechanism and proactive password checker were tested in the README.md
