Covers licenses and README, but also sets some foundation for additional scaffolds

Looks like server_name_in_redirects already set to default as off. So no need for the wacky generator idea I had. But might be something to think about going forward. There are plenty of defaults in Cloud Foundry buildpacks that can be overwritten for any number of reasons.
