Strawman scaffold for Docker Compose #67

Create a basic docker-compose setup for one or two common configurations. Ideal aims:

Support npm start, npm test
Support starting & testing Django apps
Include common service connections (e.g. databases) as commented-out sections
Prioritize documentation over efficiency & cleanliness for first release; we're much more likely to get fixes for code than for documentation
Maybe 18f run and 18f test commands that do the right thing for the current repo?
Don't worry about cf local yet
