Propose renaming project to "18F-scaffolding" #80

The current name of the project/repo isn't particularly clear about what the goals of it are, is relatively difficult to search for, and is poorly aligned with the related #eng-scaffolding Slack channel.

I propose we go ahead and align on 'scaffolding' for these efforts and improve our clarity a bit. To that end, I think we should rename this repo from 18f-cli to 18f-scaffolding
