[ ] 5.3 likely needs more explanation. Is this "record" as defined in the Privacy Act, or is this a DOI term?
[ ] 5.4 Suspect that typically the system isn't making any determinations - rather it's humans using the systems. Not sure what this means.
[ ] 5.7 may be too broad and complicated for a lot of information systems - might move it to the end of the section as an "anything additional" question.

I think 5.3 refers to an individual's record in the system.

5.4 Can new data within the system lead to determinations about individuals that could not be made before?

5.7 Could / should we use a simplified table like that used in Section 3.4?
