Provide code for sankey plot for PACTA #94

@lindadelacombaz, we write a policy brief for the Bundesbank together with PACTA. Jacob Kastl is pretty under water with other tasks and he asked me if I could adapt our sankey plot code based on this toy data here. Do you think you could provide some code? It is enough to have a R Script that I can take to the Bundesbank and then run the code there. So no need to include this in this repo as it is actually a PACTA related task but without having this graph the whole report won't make too much sense.
