This PR adds a new option in the Game menu called "Map Options" as a place for map-specific options (think novas, astro, etc.) for whenever we wanna implement that kinda stuff. On Moon, this menu has an option to now force a particular excavator, and that excavator will breach 5 seconds after resuming your game. Disabled random excavators and astro.
