Keep gigatron/State.msg for rosbag compatibility:

std_msgs/Header header
  uint32 seq
  time stamp
  string frame_id
string mode
gigatron/Drive drive
  float64 angle
  float64 vel_left
  float64 vel_right

Tasks

[x] define gigatron/ExtendedState.msg with an additional bool estop field
[x] replace publishing State.msg with ExtendedState.msg in arduino_drive_controller (but keep the same topic name)
