程序启动的时候会拉取4个配置文件，其中三个成功了，另外一个因为网络或者ng问题返回了503没有拉取到，但是并没有重试拉取，cache目录没有生成这个配置文件，导致已经启动了，但却缺少部分配置，服务异常
