For most cases, we don't need multi versions data. So to save space used, we could use varint to represent data version.

If we use varints, we can improve space usage of the serialized
VectorClock. It also allows us to remove the limitation of 32k clock
entries (well, at least replace it with a 2^31 limitation).

Headers are encoded with Varint encoding, as per the spec for varint: https://developers.google.com/protocol-buffers/docs/encoding

Is this expected behaviour, because I really need to be able to write negative varints.
