quick question: The `cwebp` system paths are only tried if there's a problem with the provided binary in `Converters/Binaries`. Shouldn't it be the other way around?

I notice that we throw a ConverterNotOperationalException for OS'es that we don't supply binaries for. Before trying known system paths.
