All this does is throw a `BoutException` and call `exit(1)`, so it should be trivial to just replace with a thrown exception everywhere.

There are currently no spherical tokamak designs in the test suite. I will add FNSF as a test.

In the next branch the `field2d::setYStencil` routine still uses the "old" approach -- this should be updated to be consistent with `field3d`
