Implement code to prevent a user from breeding while their breed request is pending
add field to Users db pending_breeding (boolean)
update User model to store self.is_pending_breeding (bool)
update database_methods.get_user_from_db() to gather that data
update Ticket.requestor_can_breed() to check if User.is_pending_breeding
If a ticket is canceled, ensure that User.is_pending_breeding = False
This will likely need a special case, as it will need to notify the pending user that the breed is cancelled.
