refactor pup birth to avoid storing pups inside of Tickets

Problem: Data model changes between time pups are created in system and pups are birthed Solution: Stop storing the pups inside of the tickets

Store pups in System (1) user
Prevent non-admin users from running getCreature on pre-birth creatures (tie to output_all?)
Birth transfers ownership to ticket requestor and resets create_date for all pups on ticket
Ticket only stores ID numbers for pups
