Right now any PR where the base is the development branch will not have a sticky comment with the link to view the deployment preview (like any PR created with any other branch as base would), mainly because there is already a deployment preview for the development branch (development website).
It would be good to add the link to that website as a sticky comment in any PR with base development to make it easier for people to see the development website preview.
