Fixes the issue #576.

--EDIT 21.05.24:

[x] change title to "External Resources"
[x] change the link to point to the ClimateAI general website, not to the tutorials
[x] Make the link more visually appealing (Possibly with an image and a one liner description of the resource)
[x] Change the description of the page to reflect what is actually in the page (something like "here's a list of resources not actively supported or maintained by ACCESS-NRI that can be useful to the ACCESS community"
[x] Add "External Resources" card in the parent page (Community Resources) to point to this page

This is a new draft layout for adding external links and tutorials, subject to discussion in the Hive docs meeting. :)

There is currently no card for the "External links and articles" section in the "community resources" page though. Were you planning to add it?

Also, are we going to add more content to this page in the future, with more links for useful external resources? I personally don't like having just a link put there. I'd rather have a bigger "card" (for the concept but the style can be simpler) with a little image, the title and a very short description. As it is now, it doesn't feel to have much importance to me since it's only a link (even though it's the only one at the moment). But this also depends on what we plan the content for this new page to be.

Thanks for the review @atteggiani! Currently, it looks like we don't have any page that includes external links and resources, which are directly relevant to ACCESS-NRI. I think would be useful to have a placeholder first, and then we can add more links if needed.

Following the discussion in the Hive docs meeting, I suggest the following actions:
