Revisit MSI build options and test

Current MSI uses the default installation options.

This includes automatically running the application when installing, we may want to explore other options.

Also, currently it installs per user - we probably want to enable installing for the system too.

Also, re-installing over an existing install seems like it might be buggy, we should test this
