timepix chip mode is hard coded #20

In AllPixTimePixDigitizer.cc the chip mode (counting, ToT) is hard coded. When comparing chip modes with each other one has to recompile.

yeah ... this needs to go into the xml ... but I have been meaning to move all this configuration to json ... do we have a student that we could put to this ? :P
