Root Object Class #10

We need an root object class (and root interaction class in the case with interactions) as done in the other NETN FOM modules.

In the current version is the object class Federate directly placed under HLAobjectRoot (HLAobjectRoot.Federate), this will probably result in merging conflicts in the feature.

Why not introduce e.g. an "ORBATobjectRoot" ?

I have added a ORG_Root (like ETR_Root)

The class structure is fine. However, you need to check the semantics of the classes and attributes in the module. E.g. semantics for OrbatObject are not correct. Missing semantics for attribute Speed. At other places the semantics are quite minimal.
