Code generation issue for class Federate: rename to FederateUnits #36

There is a VRLink code generation issue on Linux for the NEN-ORG object class Federate. Although the generated code resides under its own namespace, it conflicts with code generated for an identically named class. The work around is to rename the object class in the FOM to FederateUnits.

This is an urgent issue, since there is no short term solution other than renaming the FOM class.

Rename as FederateApplication. Make patch release.
