Move NETN-AIS.xsd to NETN-AIS module. #51

Should we keep the NETN-AIS in the NETN-ORG module with the schemas there or move it to NETN-AIS. I prefer to move it and document the schema as part of NETN-AIS. In NETN-ORG we document the possibility of extending the EquipmentItem with additional attributes from a different schema. There is nothing in NETN-ORG schema that require NETN-AIS schema and vice versa. The only connection is made in a XML instance document. An example AIS based MSDL file could be included in NETN-ORG as an example of extension.

Or we keep duplicates. Original AIS schema in NETN-AIS and the same as an example extension of NETN-ORG.xsd in NETN-ORG.

The first proposal is okay as you describe, move the AIS schema to the AIS repo.
