Currently the assumption is that the complete scenario is stored in a single MSDL (or C2SIM ini) document, published in the form of NETN-ORG. Similar to a FOM, an MSDL document may be modular. I.e. may consist of several smaller documents (modules), all contributing a part to the overall scenario. Modular MSDL files allows for greater flexibility and better reuse of scenario parts.
Guidance on how to do this, is missing. E.g. how to represent common units across modules, similar to the concept of scaffolding unit in the HLA FOM.
