Clarify the publication of NETN-ORG data #63

It is unclear when the subscribing federate can consider the data valid and complete, and when the federate can perform actions on that data. For instance, there are no interactions to inform when the subscriber should "Latch" onto the data.

Is using an HLA synchronization point to indicate the start and end of the registration&initial update phase the right approach?

A potential issue includes defining the synchronization set to have only federates capable of achieving this synchronization point.

Alternatively, an interaction could indicate the completion of this step. The interaction could include a parameter indicating the set of objects fully registered and updated.
