Publish new release? #118

Almost year passed since last binary release. Building of sbsa-acs requires some edk2 patching etc so people avoid doing it.

Do a release.

Hi Marcin,

The development of Arm Enterprise ACS v3.1 version is in progress. The release binaries will be published on Github in the first week of October.
