dev/optional dependencies can be installed now using pip -r <dev/extra>_requirements.txt

@SeppoTakalo I didn't find any particular version which would not work so that why no explicit version mentioned (even I think we should define suitable versions). Those both (jsonmerge and jsonschema) are direct dependencies for icetea.
